Summary of the contracting process

Wigan Council, working with NHS Greater Manchester Integrated Care Board in the Wigan locality, established the Community Living Ethical Framework for health and social care support. It covers care, support, housing-related and community services for adults, children and families, with the aim of helping people live independently in their own homes and communities. Services are intended to build on people’s strengths, aspirations and existing support networks, promote community connections, and respond to their physical, mental, emotional and spiritual needs. Providers are expected to involve people in shaping support, listen to their views and those of families and carers, and deliver culturally sensitive support. Delivery is in the Wigan area.

The framework has been awarded, with 100 suppliers appointed, including Bolton Cares (B) Limited, We Are With You and Caretech Community Services Limited. The award date was 15 September 2026. The contract runs from 5 October 2026 to 4 October 2034. Its estimated value is £700 million excluding VAT (£840 million including VAT); this is the framework’s overall estimate, with no guaranteed volume or spend for any appointed provider. The single-lot framework uses an open, competitive flexible procedure and call-offs may be made by direct award or mini-competition. Evaluation was based on quality: values and workforce; person-centred, strengths-based practice; community impact; equality and inclusion; ethical leadership; quality assurance; safeguarding; contribution to Wigan’s vision; and social value. The process received 227 bids.

This is a substantial, multi-provider commissioning route for organisations able to deliver varied care and support in the Wigan community, rather than a single defined service package. The successful field included local care providers, specialist support organisations, charities and larger care groups, indicating that both specialist and broad service capabilities can be relevant. To compete credibly when similar requirements return, a provider would need to show a skilled, compassionate workforce and a clear strengths-based approach that gives people control over their support. Evidence of co-design, community connections, culturally responsive practice, attention to carers and safeguarding, and effective quality assurance and learning would align with the evaluation priorities. Suppliers should also be able to demonstrate ethical leadership, meaningful local social value and a contribution to Wigan’s community-focused aims.

Wigan Council and NHS Greater Manchester Integrated Care Board (Wigan Locality) are committed to enabling people to live fulfilled and valued lives in their own homes and communities. Central to this ambition is the delivery of high quality, ethical, asset based support by a skilled, caring and compassionate workforce. The Community Living Ethical Framework has been developed to establish strong, values based partnerships with high quality providers who share this commitment. The Framework will be the Council's primary mechanism for commissioning with confidence ethical providers who deliver strengths based, community focused support, while recognising and valuing the essential contribution of their workforce. The Framework seeks to support a transformed model of care and support that focuses on people's strengths, networks and aspirations, enabling them to live independently and remain connected within their local communities. All providers on the Community Living Ethical Framework will demonstrate: *That people have real control over their care and support, actively engaging residents, local communities and partners in the co-design and development of support packages. *The difference that they are making to people's lives through a strengths-based approach celebrating and facilitating people's gifts, talents and aspirations. *That they seek solutions that actively plan to avoid or overcome crisis and focus on people within their natural communities, rather than service and organisational boundaries. *That they enable people to develop networks of support in their local communities and increase community connections. *That they take time to listen to a person's own voice, particularly those whose views are not easily heard. *That they fully consider the needs of the family and carers when planning support and care. *That they ensure that support is culturally sensitive and relevant to diverse communities. *That they take into account a person's whole life, including their physical, mental, emotional, and spiritual needs.
