Summary of the contracting process

The procurement process is being led by the NHS North East and North Cumbria Integrated Care Board and focuses on awarding a contract for the Short Breaks Service for Adults with Complex Needs and Learning Disabilities in South Tyneside, classified under Health Services (CPV code: 85100000). The process falls under the Provider Selection Regime (PSR) 2023 regulations rather than the Public Contracts Regulations 2015, indicating a tailored approach reflecting specific regional healthcare needs. The procurement is at the award stage with the intention notice published on 10th March 2026, marking the start of a Standstill Period ending on 23rd March 2026. The contract, valued at £500,000 per annum, is set to commence on 1st April 2026 and will initially run until 31st March 2029, with potential extension options available until March 2031. The procurement method is limited, avoiding a traditional competitive call, reflecting the focused nature of the provider selection based on the PSR's criteria.

This tender presents a strategic opportunity for businesses specialising in health services to engage with a significant provider selection framework, especially those capable of delivering quality and innovative solutions in adult care, integration, and social value, areas weighted heavily in the assessment criteria. Organisations experienced in improving access and reducing health inequalities in healthcare provisioning will find this contract suitable. The detailed criteria emphasising integration, collaboration, and choice offer scope for providers who excel in delivering comprehensive, integrated care frameworks. While Greenfield Close Residential Home Limited is the identified supplier, interested businesses can still make representations during the Standstill Period, allowing them to potentially influence future contracts or extensions within this niche sector.

Service requirements were measured and assessed against the 5 Key Criteria of the PSR 2023 and weighted as follows with the rationale being the focus on providing a Short Breaks Service for Adults with Complex Needs and Learning Disabilities in South Tyneside with structure in place to comply with service specification and that there is a process in place to gain peoples feedback as well showing how they act on people and family's feedback. The Relevant Authority considered the service requirements, the relative importance of each of the PSR 2023 5 key criteria against the contracting arrangements, and what beneficial outcomes need to be achieved from the services. This information was used to determine what evidence would be assessed to confirm alignment with the 5 key criteria as follows: Quality and Innovation 25% Value 10% Integration and Collaboration 25% Improved Access, Reducing Health Inequalities and Facilitating Choice 20% Social Value 10% Following publication of a PIN on 8th January 2026 inviting Expressions of Interest, the Relevant Authority assessed all responses and requested and provided evidence against the published 5 key Criteria and service specific criteria to evidence the identified most suitable provider's suitability. Following assessment, review, recommendation for Award Decision, and an Award Decision was requested and received through the following NENC ICB governance process: South Tyneside Alliance Committee - 11.12.25 Contracting SubCommittee- 19.12.25 Conflicts of interests were managed throughout the process. Potential conflicts of interests identified among potential project team members were assessed by non-conflicted members. Individuals who identified a potential perceived conflict of interest were not given access to project documents or included in project discussions until it was confirmed they did not have a conflict.",
