Summary of the contracting process

Hampshire County Council’s Children Services Directorate commissioned independent fostering agency services for looked-after children and young people. The requirement covers standard foster placements, including respite, parent-and-child placements, children with complex or challenging behaviours, children with disabilities or complex healthcare needs, and placements for separated children. The priority is to secure placements in Hampshire for Hampshire children, supporting education, training, family and other contact, and existing networks of friends and relatives. This is a health and social work service delivered in Hampshire. The arrangement is a multi-supplier call-off under a framework and covers a range of fostering agencies rather than a single provider. It is relevant to registered independent fostering agencies able to provide suitable foster carers and placement support across these needs.

The procurement is complete and awards have been made through a selective procedure under a framework. The standard foster placements lot has awards to Brighter Futures Foster Care, Capstone Foster Care (South West), Compass Fostering South, Family Placement.com, Five Rivers Child Care, Foster Care Associates, Fostering Solutions, Liberty Foster Care, the National Fostering Agency, Orange Grove Fostercare, the Children’s Family Trust, Sunbeam Fostering Agency, Lotus Foster Care, Action for Children, Blue Sky Fostering, Banya Family Placement Agency, Family First Fostering, the Adolescent & Children’s Trust and Fusion Fostering. Awards were dated 24 February, 6 July or 7 August 2026. Contract values recorded for the listed signed contracts are £3,250,000 each; some awards record £0. Contracts run from 1 April, 21 July, 7 September or 14 September 2026 to 30 or 31 March 2030, with extensions allowing a maximum period to March 2034.

This procurement demonstrates sustained demand from Hampshire County Council for independent fostering provision, with multiple agencies appointed to deliver standard placements and related specialist arrangements. A credible future competitor would need to operate as an independent fostering agency with the capacity to recruit, assess, approve and support foster carers, match children to placements, and manage respite and parent-and-child arrangements. Experience of supporting children with complex or challenging behaviour, disabilities or complex healthcare needs, and separated children would be directly relevant. Providers should also be able to prioritise local Hampshire placements and work with children’s services, families, schools, training providers and existing support networks. The appointed supplier group includes both large organisations and SMEs, indicating that established regional agencies as well as larger providers can participate where they can demonstrate suitable placement capacity and service delivery.
