Summary of the contracting process

Libraries NI, working with the Education Authority, procured vehicle maintenance and repair services for its fleet across Northern Ireland. The requirement covers a range of vehicle makes, models and sizes, including mobile library vehicles, and includes servicing and repairs needed to meet statutory vehicle compliance, construction requirements and quality standards. Work is divided between the South and East business areas, including Armagh, Belfast, Downpatrick, Holywood, Lisburn, Newry and Portadown, and the North and West business areas, including Antrim, Ballymena, Ballymoney, Carrickfergus, Coleraine, Dungannon, Enniskillen, Londonderry, Omagh and Springtown. Services are required on a call-off basis when vehicle maintenance or repair needs arise.

The procurement was completed through an open procedure for a two-lot framework. NI Trucks Ltd was selected for both lots: £350,000 excluding VAT (£420,000 including VAT) for the South and East lot, and the same value for the North and West lot. Both awards were dated 19 August 2026, with the standstill period ending on 1 September 2026. Each awarded contract is scheduled to run from 2 September 2026 to 1 September 2030 and allows additional purchases during the contract. Work is allocated without reopening competition, starting with the highest-ranked supplier and moving to another framework supplier if capacity or timescales require it. Each lot was evaluated on 70% cost and 30% quality. Three bids were received for each lot, with two reaching the final stage. A recurring requirement is identified from 31 May 2030.

This award shows sustained demand from Libraries NI for dependable maintenance and repair of mobile library and other fleet vehicles across Northern Ireland. A credible future competitor would need workshop and field-service capability covering varied makes, models and vehicle sizes, with capacity to handle several vehicles without creating backlogs. Suppliers must be able to complete work within agreed timescales, provide cost and timescale breakdowns before repairs begin, and maintain vehicles to statutory compliance, construction and quality-assurance requirements. Regional coverage across the relevant Northern Ireland service areas is important. The framework was suitable for SMEs and voluntary, community and social enterprises, while the evaluation’s strong cost weighting indicates that competitive pricing must be supported by clear evidence of service quality and delivery capacity.

Libraries NI invites tenders for a Framework for the Provision of Vehicle Maintenance and Repair Services for Libraries NI Vehicles across NI in the South and East and North and West business areas on a call off as required basis. Libraries NI are not obliged to procure services exclusively from this Framework Agreement and are free to use their own in-house service if applicable. The Framework will include a range of makes/models and sizes of vehicles to be maintained and repaired to meet all statutory vehicle compliance and construction requirements to a quality assured standard within a reasonable timeframe.
