Summary of the contracting process

NHS Leicester, Leicestershire and Rutland ICB is in the process of awarding a tender for Leicester City Healthcare Hub Services under the Provider Selection Regime (PSR), governed by the Health Care Services Regulations 2023. The services, classified under health services, include urgent and primary care services delivered in Leicester City, aiming to reduce unnecessary emergency department attendances. The tender is currently at the award stage, with the contract's value estimated at £3 million. Representations must be submitted by 23rd March 2026, marking the end of the standstill period. The contract is intended to commence on 1st April 2026 and conclude on 31st March 2028.

This tender provides significant business growth opportunities for established healthcare service providers capable of offering primary care and urgent treatment within a community setting. Businesses with expertise in delivering healthcare services to local communities, specifically those who can manage walk-ins, 111 referrals, and ED redirection referrals, are well-suited for this tender. With a focus on integrating urgent and primary care services, the opportunity favours experienced providers, given the procurement process involves a direct award to an established supplier. Millennium Health Ltd holds the current potential award, highlighting the market potential for skilled suppliers in the healthcare sector willing to scale operations and meet local demands efficiently.
