Summary of the contracting process

North Tyneside Borough Council procured installation works for extractor fans and Positive Air Units (PAUs) in its domestic housing stock. The work supports the council’s condensation, damp and mould management programme. It is a responsive service: the council’s in-house responsive repairs team identifies properties and carries out surveys, after which the appointed contractors arrange attendance and complete the installations. The work is delivered across North Tyneside. This is a construction and building-services requirement, suited to contractors able to install ventilation equipment in occupied domestic properties and coordinate visits following surveys. The opportunity covered one requirement rather than separate specialist lots, and was identified as suitable for small and medium-sized enterprises.

The procurement is complete and the contract was awarded on 17 July 2026 through a below-threshold open competition. It used a framework with reopening of competition. Twelve bids were received, with 10 reaching the final stage. The single lot had an estimated value of £1,000,000 including gross value. The awarded value was £1,000,000, shared by A & J Keith, Bell Group Limited and Mouldex Ltd. The contract is scheduled to run from 27 July 2026 to 26 July 2028, with two possible 12-month renewals extending the maximum period to 26 June 2030. The award was evaluated according to the criteria in the tender documents. Contract signature was scheduled for 24 July 2026.

This award demonstrates established demand from North Tyneside Council for responsive domestic ventilation installations linked to damp, mould and condensation control. A credible competitor for a future requirement would need practical experience installing extractor fans and Positive Air Units in housing, surveying-led job allocation, and the capacity to arrange and attend individual properties promptly. It would also need to manage work safely in occupied homes, coordinate with an in-house repairs team, and complete installations to the required technical standard. The successful supplier group shows that the requirement can be delivered by small and medium-sized businesses, including firms with complementary installation, building-maintenance or mould-management capabilities. Experience handling responsive workloads and multiple contractor arrangements would strengthen a future offer.
