Summary of the contracting process

The public procurement contracting process centres on the NHS Hampshire and the Isle of Wight Integrated Care Board's intention to award a contract under the Health Care Services Provider Selection Regime Regulations 2023. The procurement is aimed at delivering the Voluntary Sector Stroke and Neuro Community Support Services, specifically rehabilitation services, classified under CPV 85312500. Located in the South East of England (UKJ3), the process is in the award stage and follows a limited procurement method with no prior call for competition. Key dates include the standstill period ending on 24th March 2026, and the tentative contract start date is 1st April 2026, spanning a year with a potential extension for another year. The decision has been approved by both the HIOW Spend Control Group and the HIOW ICB Procurement Group, indicating the emphasis on quality, value, integration, and improving health access.

This tender presents significant opportunities for growth for businesses specialising in health rehabilitation services. Suitable contenders are likely to be organisations experienced in providing community-based neuro-rehabilitative care, capable of supporting individuals with acquired brain injuries to maximise their physical, cognitive, and social functions. The successful provider will need to excel in quality and innovation, value integration, and have a demonstrated capability in tackling health inequalities. Given the procurement's focus on the voluntary sector, large-scale health service providers, particularly within the rehabilitation industry, would be well-positioned to compete, capitalising on their expertise in delivering sustainable integration and collaboration in service delivery.
