Summary of the contracting process

Walsall Council is currently in the planning stage of its procurement process for the Resettlement Support Service under the Afghan Resettlement Scheme, focusing on providing support services for Afghan refugees. The procurement is aimed at the provision of services to the community and falls within the services category under the "light touch" regime. The planning phase includes a Preliminary Market Engagement (PME), scheduled to conclude on 7th April 2026, to gather market intelligence and understand potential suppliers' capacity. The contract, valued at £1,200,000, is set to commence on 1st December 2026 and conclude on 30th November 2028, with the possibility of renewal extending until 2030.

This procurement process presents significant opportunities for businesses experienced in resettlement and refugee support services, particularly those specialising in community integration and support programmes. It is well-suited for SMEs and VCSEs, particularly those with innovative service delivery models and the ability to provide tailored support such as orientation, healthcare registration, and ongoing case management. Engaging in this tender allows businesses to contribute to meaningful societal impact by assisting Afghan families in their integration into UK communities, while also strengthening their portfolio in public services sector contracts.

Notice Title

WP4179 Walsall Resettlement Support Service - Afghan Resettlement Scheme

Notice Description

The Council is seeking to commission a service provider to deliver a Resettlement Support Service for eligible Afghan refugees who are supported under the legacy Afghan Relocations and Assistance Policy (ARAP), the Afghan Citizen Resettlement Scheme (ACRS), and the current Afghan Resettlement Programme. The commissioned provider will be expected to deliver a comprehensive programme of support to enable individuals and families to settle successfully within the borough and begin to integrate into their local communities. This support is likely to include, but is not limited to: * Making initial reception and orientation arrangements for new arrivals. * Providing ongoing casework and practical support to individuals and families. * Assisting families with registration to key local services, such as healthcare, education, and welfare benefits. * Developing and delivering a tailored support plan based on each individual's or family's needs during their first 12 months in the UK. * Ensuring appropriate interpretation and translation services are available where required. * Providing continued support beyond the initial 12-month period where necessary, to help families achieve greater independence and successfully integrate into the local community. Walsall Council is keen to engage with experienced providers to better understand potential delivery models, innovative approaches to support provision, and the overall capacity within the market. Feedback received through this PME will help inform the Council's future commissioning approach and the development of the service specification and delivery model. Please note that this exercise does not form part of a formal procurement process and does not commit the Council to undertaking a procurement exercise at this stage. Any information provided by organisations will be treated in the strictest confidence and will be used solely to inform the Council's commissioning considerations. Information shared will not be disclosed to other organisations or potential bidders should a formal tender process take place in the future.
