Summary of the contracting process

Dacorum Borough Council procured construction and upgrading works for Easy Access Routes at Bunkers Park in Hemel Hempstead and Chipperfield Common in Chipperfield. The requirement covers approximately 2,000 metres of new multi-user, unbound surfaced path at Bunkers Park, including creating and seeding verges. At Chipperfield Common, it covers resurfacing approximately 1,900 metres of woodland path, constructing approximately 550 metres of new unbound surfaced paths and building two boardwalk sections totalling 165 metres. The purpose is to improve year-round access for all visitors, including people with limited mobility. This is footpath construction work, classified under CPV 45233161, and is a works procurement for delivery across the two sites in Dacorum.

The procurement is complete and was run as a below-threshold open competition. Twelve bids were received, with ten reaching the final stage, including seven from SMEs. Ground Control Limited was awarded the contract on 10 July 2026. The award and contract value is £392,930.33 gross. The tender’s maximum budget was £430,000 gross. The contract was signed on 3 September 2026 and runs from 7 September to 30 November 2026. The award period is recorded as 10 August to 30 November 2026. The requirement was a single lot. Bids were submitted electronically, the tender deadline was 24 April 2026 at midday, and enquiries closed on 9 April 2026 at 5pm. Award criteria were set out in the invitation to tender documentation.

This procurement shows demand from Dacorum Borough Council for contractors able to deliver accessible countryside and park-route infrastructure across multiple sites. A credible competitor for a future requirement would need practical capability in constructing and resurfacing unbound surfaced paths, managing long linear routes and working in woodland and park environments. Relevant experience would include forming and seeding verges, delivering multi-user access routes, constructing boardwalks and coordinating works across sites in Hemel Hempstead and Chipperfield. The competitive field included seven SMEs at the final stage, indicating that smaller contractors can be credible participants where they can demonstrate the required technical ability, site management and capacity. Suppliers with an established track record in public-access, landscape or civil engineering works would be well placed.
