Summary of the contracting process

Herefordshire Council intends to develop a framework for adult residential and nursing care home services in Herefordshire. The immediate market engagement focuses on learning disability care homes, although the wider planned service concerns care home provision for adults. The work is classified as health and social work services and will be delivered in Herefordshire. The council will use the engagement to explain its future requirements, how suppliers can identify council opportunities, and how to submit compliant bids. It will also provide an opportunity for interested businesses to ask questions and network with the council and other potential providers. This is a public-sector social care procurement led by Herefordshire Council.

This procurement is at the planning stage: the council has stated an intention to procure but has not invited tenders. It is expected to use a framework agreement under the light-touch regime, with the procurement identified as above the relevant threshold. One planned lot is currently shown, with an indicative contract period from 1 November 2026 to 31 October 2033. The council has planned online market engagement sessions for 19 August 2026, from 12:30 to 14:00, and 21 August 2026, from 12:30 to 14:00. Suppliers wishing to attend were asked to register their organisation and attendee details by 10:00 on 19 August 2026. An earlier in-person event was cancelled and replaced by online engagement.

The planned framework is suited to care home operators and other established adult social care providers able to deliver residential and nursing support for people with learning disabilities in Herefordshire. Small and medium-sized enterprises are explicitly considered suitable for the planned lot, so the requirement may be relevant to independent homes as well as larger groups. Suppliers should prepare evidence of their ability to provide safe, compliant residential care, appropriate nursing provision and suitably qualified staff for adults with learning disabilities. Businesses unfamiliar with council procurement may also benefit from the planned discussion of compliant bidding and future council opportunities. The engagement is intended to help providers understand the project before it reaches the market.
