Summary of the contracting process

Herefordshire Council intends to establish an open care home partnership framework for residential and nursing care placements in Herefordshire. It will cover older people, working-age adults, and short-term placements supporting hospital discharge and reablement. The service is classified as health and social work services. The framework is intended to support longer-term partnerships with care providers, improving market sustainability, quality, resident outcomes and value for money. It will be used for care activity delivered in Herefordshire. The council is seeking providers able to deliver residential care, nursing care, or short-term discharge and reablement support across the needs covered by the framework. This is a single service lot and the procurement is regulated as a light-touch service arrangement.

This procurement is at the planning stage: the council has announced its intention to procure and has not yet invited tenders. It expects to use a competitive flexible procedure for a framework agreement. The planned contract period is from 1 December 2026 to 30 November 2034. The estimated value is £484 million excluding VAT, or £580.8 million including VAT. The council expects the next notice to be published on 7 October 2026. Market engagement is planned through two online Microsoft Teams events: 28 September 2026, 15:00–17:00, for working-age adults and short-stay residential services; and 30 September 2026, 11:30–13:30, for older-age residential and nursing care services. Suppliers wishing to attend must email Contracts@herefordshire.gov.uk by 12:00 on 25 September 2026, confirming their organisation, attendee details and preferred session.

The framework will suit residential care homes, nursing homes and other providers able to support older people, working-age adults, and short-term discharge or reablement placements. Small and medium-sized enterprises and voluntary, community or social enterprises are specifically identified as suitable participants. Providers with capacity across one or more of the care areas can use the market engagement to understand the council’s intended model and explain how their services could contribute. The council says it is seeking partnership arrangements that improve market sustainability, care quality, outcomes for residents and value for money. The open framework model is intended to allow providers to apply to join at defined intervals during its term, offering a route for eligible providers to prepare for participation beyond the initial procurement stage.
