Summary of the contracting process

Wrexham County Borough Council procured project management and quantity surveying services for the development of a new special school in Wrexham for pupils with additional learning needs. The requirement covers construction project management, construction consultancy and management, site supervision, quantity surveying, construction measurement and cost planning, and building and architectural surveying. The services support specialist education provision being developed through the Welsh Government’s Sustainable Communities for Learning programme. The work is classified as services and is delivered in Wrexham. The procurement comprised one combined requirement rather than separate service lots. The scope could also include Principal Designer services if separately negotiated and agreed, although these were not part of the defined core requirement and could instead be provided by the Council or another qualified third party.

This completed open procedure has been awarded and the contract has been signed. Rhomco Consulting Limited was awarded the contract on 26 June 2026, with the contract signed on 11 September 2026. The signed contract runs from 11 September 2026 to 31 January 2030. Its value is £214,720 excluding VAT, or £257,664 including VAT. The original estimated value was £500,000 excluding VAT, or £600,000 including VAT. The tender submission deadline was 20 April 2026 at 5pm, following an amendment, and the enquiry deadline was 14 April 2026 at 5pm. The award decision period ended on 5 May 2026. Quality and price were weighted equally at 50% each. Economic and technical selection requirements applied, with the tender assessed as suitable for SMEs. Twenty-one bids reached the final stage, including 17 from SMEs.

For firms that did not win, this procurement demonstrates established demand from Wrexham County Borough Council for integrated construction project management and quantity surveying on major education development. A credible future competitor would need to combine project management, cost management and quantity surveying with construction consultancy, site supervision and building surveying capability. The evaluation gave equal weight to quality and price, so suppliers would need a technically convincing service proposal alongside competitive, defensible rates. The field included 21 final-stage bids, 17 from SMEs, indicating that the requirement can be contested by smaller specialist practices as well as larger consultancies. Relevant capacity should include managing a new-build school project, measuring and listing construction quantities, monitoring delivery on site and advising the Council throughout development. Principal Designer capability may provide additional flexibility, but would require separate agreement and is not guaranteed.
