Summary of the contracting process

The recent public procurement process initiated by Cheshire East Council, based in Crewe, UK, involves the "Reconnect Programme," focusing on welfare services for children and young people. This procurement falls under the services category, with a primary emphasis on delivering stability and wellbeing for children transitioning from residential settings to family-based placements. The tender was completed through a direct award method, justified due to a lack of competition and the unique capabilities required. The contract, awarded to INNOVATE (H & S C) SERVICES LIMITED, commenced on 22nd May 2026 and will conclude on 30th October 2027, with the legal framework set by the UK's Public Procurement Act 2023. The contract, valued at £1,463,000 net, supports approximately 40 children through trauma-informed interventions and specialist foster care recruitment.

This procurement offers significant business growth opportunities for organisations specialising in social welfare services, particularly those adept at implementing trauma-informed care and managing payment on a results basis. Companies that can uniquely address the technical requirements of fostering and provide specialist carers under a results-driven model would find this contract well-suited to their capabilities. Given the exclusive nature of the procurement method, it highlights the critical need for specialised, high-quality recruitment and service delivery in the welfare sector, offering a chance for businesses to demonstrate expertise and secure future contracts with public authorities.
