This is a Provider Selection Regime (PSR) Contract Notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. Peterborough City Council has an ambition to establish a fully independent Lived Experience Recovery Organisation (LERO) in Peterborough to support people recovering from drug and alcohol use. A lived experience recovery organisation (LERO) is an organisation led by people with lived experience of drug and alcohol recovery. LEROs deliver a wide range of harm reduction interventions, peer support and recovery support services and they can help people to access and engage in treatment and other support services. The contract term is 1st July 2026 - 31st March 2029 with one option to extend by a further 12 months, to be taken at the sole discretion of the Authority.

A lived experience recovery organisation (LERO) is an organisation led by people with lived experience of drug and alcohol recovery. LEROs deliver a wide range of harm reduction interventions, peer support and recovery support services and they can help people to access and engage in treatment and other support services. These peer-led initiatives often grow from small local projects delivered by an informal group of people in treatment or recovery, into organisations with formal legal structures and staff and volunteer teams. These organizations provide peer support, harm reduction services, and help individuals access treatment and other support services including a wide range of different activities, from health and fitness to employment skills and development of supportive social capital and networks. Crucially they aim to fill gaps in the support system and empower those in recovery by providing a voice to shape local services. The provider will be expected to oversee and facilitate the service development, engagement activities, and co-production required to establish and support a fully functional and sustainable LERO by 2030. A key expectation underpinning the commission is that the provider will create a process and develop a model for the management of all activities required within the service, whether delivered by the lead provider and/or sub-contractors, and provide an assurance process to enable the development of the LERO over the life of the contract, They will have overall responsibility for the development of the LERO managed through a programme development plan setting out the financial and other resources, relationships, models of communication, peer support, engagement and delivery skills to enable a sustainable, credible, grass roots, lived experienced led recovery organisation to flourish. It is recognised that establishing a fully independent LERO may take some time. The Council is offering a 4-year contract (3 years +1) to fund the development of a lived experience recovery offer as detailed in this service specification. The key deliverable for the contract will be the establishment of co-produced projects that can evolve in time into a Peterborough LERO offer. This must enable the independent voice of a wide range of service users, their families, communities and other key stakeholders to help drive the LERO development. Alongside this it is essential that the Lead Provider can deliver the leadership and facilitation required to develop a network of LERO offers into a sustainable organised LERO before the end of the contract. The LERO itself must embody key features as set out in the Governments guidance1 and the best practice guidance set put by the College of Lived Experience Organisations. A key mechanism for the development of the LERO will be the lead provider's dispersal and monitoring of a range of optional subcontracted activities delivered via local voluntary and community sector organisations. Across the life of the contract, these subcontracting opportunities may be offered with the express aim of supporting grass roots/ lived experience co-production work. Outputs from this will shape the evolution of the LERO and enable it to become sustainable by the end of the contract. In this way the appointee will act as "lead provider" and alongside assuming overall responsibility for the delivery of the LERO offer, will provide day to day LERO related support for recipients, which may incorporate the subcontracting of all or part of the service to support a wide range of smaller activities in support of the main contract to flow updates and activity reports to the commissioner.
