Summary of the contracting process

Canterbury City Council procured works to upgrade Memorial Park’s playground. The requirement covers the supply and installation of playground equipment, landscaping for playgrounds and recreation installation. The work is categorised as construction works and is intended to provide an upgraded recreational facility. The council is the buyer and the appointed supplier is HAGS-SMP Limited, an SME based in Egham. The procurement identifies the delivery location only as the United Kingdom. The scope was arranged as one lot and relates to a specific playground upgrade rather than a broader parks maintenance or facilities-management service. Businesses with experience designing, supplying and installing playground equipment, carrying out associated landscaping, and delivering recreation facilities would therefore be the closest fit for this type of requirement.

This completed below-threshold procurement used an open competition. Canterbury City Council awarded the single lot to HAGS-SMP Limited on 19 May 2026 for £300,000 excluding VAT (£360,000 including VAT). The contract was signed on 16 July 2026. Its recorded contract period runs from 1 September 2026 to 1 October 2026. The earlier awarded contract period was 22 June 2026 to 14 September 2026. The tender submission deadline was 12:00 on 8 May 2026, and the enquiry deadline was 17:00 on 27 April 2026. The lot was suitable for SMEs. Evaluation gave 100% weighting to the criterion named “Playground Upgrade design”. Three bids were received, all from SMEs, and all three reached the final stage.

This award shows Canterbury City Council buying a substantial, self-contained playground upgrade combining equipment, playground landscaping and recreation installation. A credible competitor for a future requirement of this kind would need to demonstrate the ability to develop or deliver playground upgrade designs, source and install suitable equipment, manage landscaping and complete recreation facilities as an integrated works package. The procurement was suitable for SMEs, and all three final-stage bidders were SMEs, indicating that specialist smaller contractors were able to compete alongside the successful supplier. Strong evidence would include relevant completed playground or public-recreation projects, coordinated design-and-build delivery, reliable site management and the capacity to carry out the full package rather than only one trade element.
