Summary of the contracting process

Anchor Hanover Group is buying food and related products for its national care and housing portfolio. The requirement covers around 140 care homes, retirement villages and independent living locations across mainland England. There are three supply areas: fresh dairy, bakery products, fruit, vegetables, meat, chicken and fish; frozen, ambient and chilled food, including soft drinks and alcohol; and commercial products to support cafés, restaurants and shops. The third area also seeks supplier expertise to add value to those operations through products and pricing. This is a goods contract, with deliveries required across mainland England. Suppliers may bid for more than one area, with one supplier intended to be appointed for each.

The process has reached tender: Anchor Hanover Group invited offers through an open competitive flexible procedure under the Procurement Act 2023. It has four planned stages: a procurement-specific questionnaire and pre-qualification, an invitation-to-tender quality stage, lot-specific pricing or negotiation, and a best and final offer. 1.1.1 This Preliminary Market Engagement (PME) Pack is issued by Anchor Hanover Group (AHG) to gather insights from the market prior to procuring national food ingredients. The purpose is to understand supplier capability, risks, innovations, pricing approaches, and operational expectations. 1.1.2 Anchor manages a national care and housing portfolio, within which around 140 sites are included in scope for this project. These consist of: i. Care Homes ii. Retirement Villages iii. Independent Living Locations The sessions will be run between the 28th of April and 1st May on Microsoft Teams.
