Notice Description

Step 2 and Childrens Wellbeing Practitioners (CWP) Services provides early help mental health support via assessment, treatment and support for CYP (0-18 for Step 2 and 5-19 for CWP) with mild to moderate mental health difficulties which are causing distress and impacting on day-to-day life. Step 2 delivers interventions supported by specialist mental health professionals including mental health advisors, clinical psychologists and clinical therapists. The CWP service is a national programme and provides emotional wellbeing support to CYP via manualised CBT, who would benefit from early intervention, low intensity support.

Lot 1

The Council is intending to award this contract to our existing provider following Direct Award Process C under the Provider Selection Regime (PSR.) The contract will commence on 1st April 2026 until 31st March 2028. The approximate life time value of this contract is stated in II.1.7 above which includes an estimated uplift for 2027/28. However, the amount applied in any one year is determined by the Integrated Care Board.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 or the Procurement Act 2023 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations must be made to decision makers by 27th March 2026. The contract has not yet formally been awarded; this notice services as an intention to award under the PSR.
