Summary of the contracting process

South Farnham Educational Trust (SFET) procured school cleaning services for seven schools across eight sites: Busbridge Infant School, Great Bookham School, Highfield South Farnham School, Normandy Village School, South Farnham Infants School, South Farnham Junior School, The Raleigh School and The Blue Coat School. The requirement covers tightly managed core cleaning during term time and periodic deep cleaning throughout the year. The purpose is to maintain well-kept educational facilities for pupils and staff. The Blue Coat School is included as a later-starting site, while the other schools form the main service. The Trust is a growing multi-academy trust, so additional schools already within the Trust or joining it could be added during the contract term at its discretion.

The procurement is complete and the contract was awarded to YBC Cleaning Services Limited on 19 June 2026. The award and contract value is £2,201,375.90 excluding VAT, or £2,641,651.08 including VAT. The contract was signed on 2 August 2026 and runs from 3 August 2026 to 31 July 2029, with an option to extend for up to two years to 31 July 2031. It used an open Competitive Flexible Procedure with a two-stage PSQ and ITT process. Five final-stage bids were received, including two from SMEs. Evaluation weighted quality at 65% and price at 35%. The contract is above threshold and the lot was identified as suitable for SMEs and VCSEs.

This requirement demonstrates recurring, multi-site demand for professional education-sector cleaning across a growing academy trust. A credible competitor would need the operational capacity to manage eight school sites, coordinate term-time cleaning with periodic deep-cleaning programmes, and maintain consistent productivity and service standards across dispersed locations. SFET sought a tightly managed service, supportive supervision, staff development, and practical ideas for improving cleaning performance, rather than price alone. Strong quality systems, reliable mobilisation, workforce planning and clear performance management would therefore be important. Suppliers would also need employer’s liability and public liability insurance of at least £5 million and a minimum annual turnover of £1 million. The opportunity was considered suitable for SMEs and voluntary, community or social enterprises.
