Summary of the contracting process

The NHS Business Services Authority is currently in the tender stage for a contract titled "W187442 McCloud RSS Administration," pertaining to pension fund management services within the public authority - central government industry category. This procurement process, managed under an open procedure, aims to secure specialist administration support for manual benefit calculations associated with the NHS Pensions McCloud Programme. Key dates include the enquiry period ending on 1 June 2026, the tender submission deadline on 9 June 2026, and anticipated contract commencement on 24 July 2026. The services are required across the United Kingdom, with the contract initially set for 13 months, potentially extendable by three months. An estimated budget of £4,000,000 is allocated for this initiative.

This tender presents substantial opportunities for businesses proficient in pension fund management and complex calculation processing, especially those equipped to handle manual workloads. Given the statutory requirements and the complexity of cases involved, companies with experience in similar sectors and compliance with qualifications such as ISO27001 and ISO9001 are well-suited to compete. These organisations can leverage their expertise to provide the necessary manual calculations required to inform Remedial Service Statements for NHS scheme members. Additionally, the open procedure and preference for SMEs enhance access for smaller enterprises aiming to expand their public sector portfolio.

Notice Title

W187442 McCloud RSS Administration

Notice Description

Pension scheme administration support to undertake manual benefit calculations that will allow NHSBSA to produce Remedial Service Statements (RSS) relating to the McCloud Judgement. The contract will cover one period of 13 months. As part of the NHS Pensions McCloud Programme, there is a statutory requirement to provide remedy offers to members found to be discriminated against by the 2015 pension reforms. This activity involves NHS Pensions undertaking a range of complex calculations to determine the sums owed to affected members, allowing them to make their remedy choice. Automation has been applied where possible. However, due to the complexity of the NHS Pension Scheme, a significant portion of these cases will still rely on a level of manual calculation processing. Specialist pensions administration services are required from the supplier market to complete these manual calculations. This will allow NHSBSA to produce the Remedial Service Statements (RSS) and communicate these to scheme members. NHSBSA categorises its scheme members into either 'Officer / Non-Practitioner' or 'Practitioner'. The contract that will result from this UK4 Tender Notice covers RSS cases for Officer / Non-Practitioner members only.
