Notice Description
Aston University has awarded a contract for Phase 1B Refurbishment Works at 10 Woodcock Street, Birmingham (B7 4BL). Procurement Information
This contract is a call-off award under the Pagabo National Framework for Refit and Refurbishment Solutions (Lot 4 - West Midlands). The framework was established following a full competitive procedure and prior publication of a call for competition in accordance with the Public Contracts Regulations 2015 (PCR 2015). Under Regulation 33 of PCR 2015, contracting authorities may award call-off contracts under a framework agreement without the need for a further Contract Notice in the Find a Tender service. The framework's original advertisement therefore satisfies the requirement for prior publication. Aston University conducted a Further Competition between all suppliers appointed to Lot 4 of the Pagabo framework, in full accordance with the rules of that framework and with the University's procurement procedures. The Further Competition ensured genuine competition for this requirement and established the most economically advantageous tender. As the contract was awarded lawfully under a framework agreement that had already been subject to a compliant call for competition, and as Regulation 33 expressly permits call-offs without additional publication, the award of this contract without prior publication in the Find a Tender service is compliant and lawful.
