Summary of the contracting process

Darlington Borough Council is aiming to award a contract for the provision of the Darlington Stop Smoking Service, classified under rehabilitation services. This potential contract is part of the Provider Selection Regime and is subject to the Health Care Services (Provider Selection Regime) Regulations 2023, bypassing the usual Public Contracts Regulations. The procurement is in the award stage, with the standstill period commencing post-publication on 17th March 2026, requiring representations by providers by 27th March 2026. The service will be based in Darlington, UK and offers structured face-to-face and telephone support across various community venues to increase accessibility. The anticipated contract duration is five years, amounting to £1,210,916, including an option for extension. The process follows a ‘limited’ procurement method, with no prior call for competition necessary due to specific regulatory provisions.

This tender presents substantial opportunities for business growth, especially for organisations specialising in smoking cessation and community health services. Ideal candidates would be entities offering evidence-based smoking cessation support, possessing independent prescribers capable of authorising NICE approved treatments, and having the capacity to provide training to other service providers for workforce development. The tender prioritises quality over price, seeking the most suitable provider to ensure consistency of service and optimal performance. This approach offers a favourable scenario for well-established health outfits or NHS foundation trusts like the County Durham and Darlington NHS Foundation Trust, which are already adept at delivering complex health services across regional communities.
