Summary of the contracting process

NHS North East London Integrated Care Board commissioned latent tuberculosis infection (LTBI) testing services under its regional screening programme. The services identify people infected with Mycobacterium tuberculosis who do not have active disease, enabling treatment and reducing progression to transmissible tuberculosis. City and Hackney was awarded to City and Hackney Integrated Primary Care CIC for £40,964.72; Newham to Newham Health Collaborative CIC Ltd for £216,500.85; Tower Hamlets to Tower Hamlets GP Care Group CIC for £87,780.11; Redbridge to Healthbridge Direct Limited for £117,023.30; Waltham Forest to WF Federated GP Network Limited for £35,117.94; and Barking and Dagenham to Together First CIC for £117,040.14. Each testing contract lasts 540 days, with an option for a further 12 months at the authority’s discretion. The diagnostic analysis lot was awarded for £687,213.09, with an anticipated 540-day period and the same 12-month extension option. Testing was assessed on quality alone; diagnostic analysis used 80% quality and 20% price. Each lot received one electronic SME bid.

By preventing progression to active TB, the programme contributes to the elimination of TB as a public health threat and supports national and global TB reduction strategies. Specifically, the programme aims to: * Prevent the development of active, transmissible TB through detection and treatment of LTBI; * Protect public health by interrupting the chain of transmission within communities; * Support national TB control and elimination goals; * Promote health equity by ensuring access to screening and care for populations at increased risk. NEL LTBI Diagnostic Analysis Service

NHS North East London Integrated Care Board (ICB) is seeking to Commission National Latent Tuberculosis Infection (LTBI) Service - Diagnostic Analysis North East London (NEL) ICB is committed to ensuring local residents receive high quality care and live well in the community. This service will support patients to have access to latent TB infection testing, providing definitive indication of latent TB enabling follow-up treatment in their local community. The service supports the delivery of integrated working and the strategic aim of the national TB testing and treatment programme. The service specification deals with the procurement of services related to one part of the pathway - that of the LTBI test analysis of blood samples. The service is for the provision and analysis of the Interferon Gamma Release Assay (IGRA) test for identification of LTBI. The Latent Tuberculosis Infection (LTBI) Screening Programme aims to reduce the incidence of active tuberculosis (TB) through the early identification and treatment of individuals infected with Mycobacterium tuberculosis who do not have active disease.
