Summary of the contracting process

West Kent Housing Association procured long-term pest control services and associated proofing works across its housing operations in Kent. The requirement covered two service areas: Lot 1 for insects, including cockroaches and wasps, rodents, including rats, squirrels and mice, and similar pests; and Lot 2 for birds, including pigeons, covering nest and guano removal plus netting or similar measures to prevent recurrence. Bee nest removal was excluded. The work is classified as pest-control services (CPV 90922000) and is delivered in the West Kent area. The buyer is based in Sevenoaks. The procurement uses West Kent’s own Services Agreement, including a data processing agreement and supporting schedules.

The procurement is complete and has reached award stage following an open procedure. Lot 1 was awarded to John O’Conner (Grounds Maintenance) Ltd for £392,472 excluding VAT (£470,966.40 including VAT); the award date was 24 August 2026 and the award remained subject to a standstill period ending 4 September 2026. Lot 2 was awarded to Bidvest Noonan (UK) Limited for £125,243.90 excluding VAT (£150,292.68 including VAT), also dated 24 August 2026. Both contracts run from 21 September 2026 to 20 September 2031, with extensions of up to three years. Each lot was evaluated on technical quality at 40%, social value at 10% and price at 50%. Twelve bids were received for Lot 1 and nine for Lot 2.

This award demonstrates recurring demand from a housing association for structured pest-control services linked to residential property management. Credible future suppliers will need operational capability in either general pest control for insects and rodents, bird control and proofing, or both. Relevant experience should include managing subcontractors where required, responding to infestation instructions and delivering work across a housing stock. Suppliers should hold, or be able to obtain, membership or accreditation from a recognised UK professional or trade body such as the National Pest Technicians Association or British Pest Control Association. They will also need effective health-and-safety arrangements, risk controls for contractors and pest-control products, and information-security credentials such as Cyber Essentials, Cyber Essentials Plus or ISO 27001. Strong social-value delivery and transparent rate-based pricing were also important.

Planning Information

The British Pest Control Association were consulted on 10 February 2026 regarding route to market options and preparation of an outline specification. Incumbent suppliers were then invited to meet with the client contract manager on 25 February 2026 to inform them of the forthcoming tender process, gain insights into the market, discuss suggestions for the refreshed specification and suitable pricing document and how these might be used to best effect going forwards. This was particularly focussed on the logistics and processing of orders, in conjunction with West Kent’s housing management system. (Residents of West Kent will be consulted, in accordance with Section 20 of the Landlords and Tenants Act 1985 (as amended), though nominations will not be requested, as the contract will be a Qualifying Long-Term Agreement where a Public Notice is issued (Schedule 2). Section 20 consultation therefore falls outside of the preliminary market engagement process.)
