Summary of the contracting process

Hull City Council procured a veterans support service for Hull. The requirement is to provide an Armed Forces Community and Veterans Hub within the city, supporting people transitioning out of military service, veterans who have already left, and their families as they settle or continue living in Hull. The work is a community, social and civic support service, including community facility support. Delivery is within Hull, and the buyer is the council. The requirement is relevant to organisations able to operate a local hub and provide practical support to the Armed Forces community, veterans and their families. It is also relevant to community-sector providers with an established presence in Hull and the ability to deliver a public-facing support service.

The procurement is complete and the contract was awarded to Hull 4 Heros on 27 May 2026; the contract was signed on 21 July 2026. The open procedure used a single lot and received one bid. Evaluation weighted quality at 65%, price at 30% and social value at 5%. The awarded contract value is £180,000 excluding VAT, or £216,000 including VAT. The active contract runs from 21 July 2026 to 30 June 2028, with one 12-month extension option to 30 July 2029. The tender submission deadline was 21 April 2026 at 11:00, enquiries closed on 15 April 2026 at 11:00, and the award decision period ended on 25 May 2026. The contract is above the relevant threshold.

This award shows Hull City Council’s demand for a locally delivered veterans and Armed Forces community hub, with strong emphasis on service quality and a defined social-value contribution alongside price. A credible future competitor would need experience supporting veterans, serving personnel leaving the forces, and their families, together with the ability to provide accessible community-facing services in Hull. Providers should be able to manage and staff a permanent hub, build trusted relationships with local service users, and coordinate support for people at different stages of settling in the city. The successful supplier was an SME and voluntary, community or social enterprise, indicating that organisations of this type can be well placed to compete. Evidence of reliable community delivery and measurable social value would be important.
