Summary of the contracting process

Hywel Dda University Health Board commissioned an Arts Boost 5 arts and health programme for young people with mild to moderate mental health needs known to its Children and Adolescent Mental Health Service. The service is intended to improve mental health, health and wellbeing through arts activity that is free from stigma and discrimination. It covers development and delivery of arts provision in three geographical areas: Cardigan, Narberth and Llanelli, in Wales. The procurement falls within health services and is aimed at arts and health providers, including experienced arts organisations able to work with young people receiving CAMHS intervention. The programme is based on evidence of the positive effect of engaging in the arts and on the reported impact of earlier Arts Boost activity.

This procurement has been awarded under the Provider Selection Regime Wales competitive process. The procedure was open, with quality weighted at 70% and price at 30%; variants were not allowed. The original tender value was £58,200. Lot 1, Cardigan, was awarded to Small World Theatre for £9,700, with the contract signed on 12 May 2026 and running from 3 June to 31 December 2026. Lot 2, Narberth, was awarded to Span Arts for £9,700, signed on 12 May 2026 and running from 3 June to 31 December 2026. Lot 3, Llanelli, had a contract period from 1 May to 31 December 2026. The tender submission deadline was 1 April 2026 at noon.

This requirement demonstrates demand from a Welsh NHS health board for specialist arts organisations that can deliver structured arts and health programmes for young people referred to or known by CAMHS. A credible future supplier would need an established track record of high-quality arts provision that improves the health and wellbeing of young people, together with the ability to develop and deliver activity in community-based geographical areas such as Cardigan, Narberth or Llanelli. Relevant organisations may include small and medium-sized arts providers, but they would need sufficient delivery capacity, suitable safeguarding and youth-engagement arrangements, and evidence that their work can support young people with mild to moderate mental health needs. Evaluation places substantially greater emphasis on quality than price, so demonstrable outcomes and service quality would be central to competing effectively.
