"description": "This is a Provider Selection Regime (PSR) intention to award notice, This contract has not yet formally been awarded; The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to decision makers by midnight on 31st March 2026. they should be submitted in writing to nwicb.contractsandprocurement@nhs.net Conflicts of Interest: There were no declared conflicts of potential conflicts of interest of individuals involved in the decision making process. The provider was assessed on the following key evaluation criteria: Quality and Innovation * Success rates * Patient safety & satisfaction * Clinical governance * Specialist Clinical staff qualifications * Easier and more accurate referrals to correct pathways. Value * 24hr ECG provision at West Norfolk Health is more cost effective compared to acute and CDC provision. * This is a faster service closer to home and ensures a better experience for patients with reduced pressure on the acute hospital. Integration, collaboration and service sustainability * This service enables QEH to receive accurate referrals and hastens the referral pathway for healthcare professionals and users. * Improved capacity at QEH due to the presence of this service - patients would experience a longer wait with an increased cost without this service. * No issues, patient concerns or pathway concerns have been raised. Improving Access, reducing health inequalities and facilitating choice * 24hour ECG is delivered in the community rather than an Acute setting bringing care closer to home, improving access and reducing health inequalities. Improved patient experience in terms of service access, wait times and convenience. A timely diagnosis and continuity of care. Social Value - Community health services generate significant social value by improving health equity, fostering community resilience, and delivering economic benefits beyond traditional clinical care. They help support vulnerable populations, reduce pressure on acute hospitals and strengthen local economies by employing local staff and suppliers. This award was approved at the QIA/EHIA Panel on 7th November 2025 and agreed at the Suffolk and North East Essex ICB Executive Committee & Norfolk and Waveney ICB EMT on 17th November 2025.",
