Summary of the contracting process

Durham County Council has issued a Provider Selection Regime intention to award notice for its contract titled "Supplementary Substance Misuse Treatment and Recovery Services," underlining the sector's focus on community health services. This tender involves integrated services within the County Durham Drug and Alcohol Recovery Service (CDDARS), funded by ringfenced components of the Public Health Grant. The procurement stage is at the award phase, with representations from providers due by 31st March 2026. Valued at £12,000,000, the contract is set to commence on 1st April 2026 and conclude by 31st March 2029. The selection process follows the Health Care Services Provider Selection Regime Regulations 2023, excluding the Public Contracts Regulations 2015, with Waythrough identified as the intended lead provider.

This tender opens substantial growth opportunities for businesses specialising in health and social work services, particularly those delivering substance misuse treatment and recovery initiatives. Organisations with robust experience, compliance with safeguarding policies, and proven financial credentials are well-positioned to thrive in this sector. Given the contract’s scale and integration with CDDARS, companies capable of unifying service delivery to prevent fragmentation will be preferred. The procurement method is limited, bypassing a competitive call process, thus offering an expedient path for businesses already aligned with the requirements of this new service, ensuring a seamless transition and continuity in addressing community health challenges.
