The successful provider will be expected to deliver the following: Stage 1 * The first stage will require the successful bidder to undertake desk research to consider the options for providing advice to Welsh Ministers and public bodies on energy issues; Stage 2 * An involvement and consultation exercise on behalf of the Commissioner to refine and decide on the objectives of the work programme and appropriate output(s), including the potential of a review; Stage 3 * Research and analysis work to meet the work programme objectives and outputs agreed at Stage 2; Stage 4 * Writing up of advice and/or a report or a series of reports with findings and recommendations, to be signed off by the Commissioner and then published.
