Summary of the contracting process

The City of London Corporation, acting as the Lead Authority, has initiated a contract award under the Provider Selection Regime (PSR) for a Pan-London Homeless Substance Misuse Programme, specifically for the Homeless Substance Misuse Engagement Team. This initiative focuses on delivering services to individuals who are homeless or at risk of rough sleeping and require support with substance misuse treatment. The procurement process, classified under the services category with a CPV code for hospital and related services, has reached the Award stage, and the contract was signed on the 2nd of March 2026. The procurement method utilised was a limited procedure, specifically a direct award without prior publication of a call for competition, influenced by recent government funding confirmations and regulatory guidance updates, concluding before the midnight deadline on the 1st of April 2026.

This contract presents significant opportunities for large-scale businesses involved in healthcare and substance misuse treatment services, particularly those experienced in fostering recovery and engagement among vulnerable populations such as the homeless. As current service priorities are oriented towards ensuring sustained recovery pathways for individuals sleeping rough or at risk thereof across London, businesses with capabilities in addressing complex health and social challenges are aptly positioned to contribute. Engaging with this programme enables potential collaborators to impact public health outcomes positively, expand service offerings, and strengthen their presence within regional health service delivery. Given the strategic nature of the engagement and the direct award path, potential conflicts of interest have been thoroughly assessed, ensuring transparency and effective governance by the City of London Corporation.
