Summary of the contracting process

North Northamptonshire Council and West Northamptonshire Council jointly commissioned countywide safe accommodation, including refuge provision, and support services for adults and children who are victims or survivors of domestic abuse. The service is intended to provide immediate safety, psychologically and trauma-informed support, and longer-term help to rebuild lives and live free from abuse. It is a health and social care services requirement, classified under CPV 85000000. Delivery covers both North Northamptonshire and West Northamptonshire. The councils are responding to their statutory responsibilities under the Domestic Abuse Act and associated statutory guidance. The requirement therefore combines accommodation-based support with tailored recovery services for people affected by domestic abuse across the two council areas.

The procurement has reached the award stage. One contract was awarded on 21 August 2026 to Northamptonshire Domestic Abuse Service, subject to a standstill period ending on 2 September 2026; signature was scheduled for 7 September 2026. The award value is £7,469,000. The contract is expected to run from 1 November 2026 to 31 October 2029, with two optional 12-month extensions available until 31 October 2031. It used an above-threshold open procedure for light-touch services. There was one lot and 12 valid final-stage bids, including 11 from SMEs and one from a VCSE. Evaluation weighted quality at 80% and price at 20%. The requirement is identified as recurrent, with a subsequent process forecast for 31 July 2030.

This procurement demonstrates established demand from both Northamptonshire councils for specialist domestic abuse refuge and support provision delivered across the county. A credible future competitor would need to operate safe accommodation and provide support for adults and children, combining immediate safeguarding with psychologically and trauma-informed practice and longer-term recovery work. Relevant organisations would need to understand the needs of domestic abuse victims and survivors, support people to rebuild their lives, and deliver consistently across both North and West Northamptonshire. The competition attracted mainly SMEs, showing that smaller specialist providers can participate, while the successful supplier is a VCSE with an established domestic abuse focus. Strong service quality, safeguarding arrangements, local delivery capacity and evidence of effective outcomes would be central to competing for this requirement again.
