Summary of the contracting process

The procurement process, led by the Met Office, revolves around the "Academic Reflections from CCIP Group" project under the services category. Located in Exeter, United Kingdom, the Met Office functions as a central government public authority, tasked with delivering the Harmonics Programme funded by the International Security Fund (ISF). The project aims to create Climate Storylines for Security, facilitating government policy and decision-making through narrative reflections. The award and contract were finalised on 23rd March 2026, with the contract active from 24th March 2026 to 31st March 2026. The procurement method utilised was direct, below threshold and without competition, primarily focused on research and development consultancy services.

This tender presents opportunities for businesses involved in providing research and consultancy services, especially those with expertise in climate change, security, and policy development. The contract, awarded to the Climate Change & (In)Security Project (CCIP), reflects the Met Office’s pursuit of academic insights to enhance the narrative impact of climate-related reflections. Small to medium-sized enterprises (SMEs) with skills in creating impactful, research-backed content could find similar opportunities in similar government-led projects focusing on climate and security. Engaging with such projects could expand these businesses’ portfolios, positioning them as leaders in the field of climate and security consultancy.

Notice Title

Academic Reflections from CCIP Group

Notice Description

Delivered by the Met Office and funded by the International Security Fund (ISF), the Harmonics Programme will ensure that the UK government has the weather and climate evidence it needs to maintain national security as the climate changes. One of the work packages for this Programme is producing 'Climate Storylines' to support UK Govt policy and decision making. A summary of the product(s): The Climate Storylines for Security are a set of plausible, internally consistent narratives designed to help non-expert and government audiences explore how climate change impacts could unfold across different regions and security contexts. These storylines are not predictions, but tools to support stress testing, wargaming, and awareness-raising by illustrating key drivers and first-order impacts of climate hazards. They are intended to stimulate discussion, build shared understanding, and inform departmental exercises, rather than serve as direct evidence for policy or operational decisions. The work package is commissioning academic reflections to support and enhance the 'so what' of these storylines, and the Climate Change & (In)Security Project (CCIP) is a group which can facilitate the authorship of multiple reflections.
