Summary of the contracting process

FCDO Services is procuring inspection, servicing, advice and repair services for its overseas civilian armoured vehicle fleet. The work covers independent inspections of each operational vehicle, servicing, roadworthiness checks and assessment of visible armour, followed by reports describing the vehicle condition, defects and remedial work completed. Additional repairs identified by personnel in-country or during inspections are also included, with spare parts, consumables and accessories potentially required. The procurement has reached tender: FCDO Services invited offers through an open competitive flexible procedure. It will establish a four-year framework, with two suppliers appointed to each lot. Lot 1 is valued at £7.25 million excluding VAT, or £8.7 million including VAT; Lot 2 at £2.5 million excluding VAT, or £3 million including VAT. Both contracts are planned from 1 October 2026 to 30 September 2030, with Lot 1 capable of extension to 30 September 2031. Enquiries had to be submitted by 5 August 2026 at 14:00, and tenders by 24 August 2026 at 14:00. Awards are due by 16 September 2026 at 23:59. Evaluation covers conditions of participation, technical competence and commercial offering. Framework call-offs may use direct award or further competition.

This opportunity suits vehicle engineering, specialist armoured-vehicle maintenance and field-service providers able to operate internationally in the relevant regions. Suppliers need the capability to inspect and service civilian armoured vehicles independently, assess roadworthiness and visible armour, diagnose defects, complete remedial repairs and produce clear inspection reports. They should also be able to provide advice and respond to additional repair requirements identified at deployed locations. The work requires dependable in-country delivery across nominated countries, suitable technical resources and the capacity to support a geographically dispersed fleet over recurring inspection cycles. Small and medium-sized enterprises are identified as suitable for both lots. Framework suppliers may receive call-offs by direct award or further competition.

The Authority plans to establish a 4 year Framework with 2 Lots to provide inspection and repair services for the overseas Civilian Armoured Vehicle fleet it manages. Each Lot will provide services within a defined regional area. Lot 1 Services within Ukraine, Middle East and Africa Regions. Lot 2 Services within the America's, Europe and Asia Regions. Each vehicle within the global Civilian Armoured Vehicle (CAV) fleet FCDO Services manages is required to be independently inspected and serviced every 12-16 months during its operational life. The objective of these inspections is to service each operational CAV and inspect vehicles for roadworthiness and the condition of all visible armour. A report will be produced detailing the assessed condition of the AV, defects and remedial work undertaken to rectify faults during the inspection. Additional repairs required identified by personnel in country or during inspection services are also in scope of services to be delivered under this Framework 2 suppliers will be awarded to each Lot
