Summary of the contracting process

National Highways Limited procured an owner-controlled insurance programme for construction of the Lower Thames Crossing. The requirement covers construction all-risks insurance, primary and excess public liability, delay-in-start-up, terrorism and environmental liability cover. It is divided into nine insurance layers, from the main construction and primary liability policies to successive excess liability and environmental liability cover. The work supports delivery of the Lower Thames Crossing and is located in the United Kingdom. Allianz Global Corporate & Specialty SE received £52.2 million for the main contractor all-risks, primary public liability, delay-in-start-up, terrorism and an environmental liability layer. QBE European Operations plc received £4.55 million for three excess public liability layers; Liberty Specialty Markets Limited received £1.35 million for another excess public liability layer; American International Group UK Limited received £1,257,580 for excess liability and environmental cover; and HDI Global SE received £160,000 for an environmental liability layer. Evaluation weighted quality at 65%, social value at 10% and commercial price at 25% for each lot.

This award shows National Highways buys specialist, layered insurance for major road construction, including contractor all-risks, public liability, delay-in-start-up, terrorism and environmental liability cover. A credible competitor for a comparable requirement would need the underwriting expertise and capacity to insure significant construction exposures and provide high excess liability limits, potentially across several layers. The procurement also shows that the buyer can appoint different insurers to different layers, so insurers need not cover the entire programme to compete for relevant parts. Strong technical quality and a demonstrable social-value offer matter alongside competitive pricing: together, quality and social value carried three quarters of the evaluation weighting. The selected field consisted of large insurers and managing agencies, indicating the scale and specialist insurance-market capability needed to compete effectively.
