Summary of the contracting process

The Leicestershire Partnership NHS Trust has awarded a contract titled "Open Reach: One-to-One Mental Wellbeing Support (PSR - Direct Award C)" in the community health services category. The procurement relates to services provided within the regions of UKF21 and UKF22, specifically targeting community health support facilitated by voluntary and community sectors. This tender utilises a direct award process under the Provider Selection Regime (PSR) regulations, with the award confirmed on 7th April 2026. The service period is scheduled from 1st June 2026 to 30th November 2026, with a total contract value of £12,500. The initiative aims to extend mental health support beyond existing Neighbourhood Mental Health Cafés, delivering flexible and tailored support to individuals with complex needs.

This contract presents substantial business growth opportunities, particularly for service providers in the mental health support field with a focus on community health services. Businesses with capabilities to offer high-quality, person-centred mental health care, particularly those experienced in trauma-informed practice and working with vulnerable groups, will find this opportunity well-suited to their services. The contract stipulates the need for organisational governance compliant with NHS standards, including safeguarding and data protection, as well as the capacity to deliver flexible, online, and telephone support. This provides an advantageous platform for businesses looking to expand their services in community health, especially those previously engaged in similar NHS partnerships or through the existing Neighbourhood Mental Health Café programmes.

Lot Information

Lot 1

The service will provide a high-quality, person-centred model of mental health support that offers continuity of care beyond the Neighbourhood Mental Health Cafes. It will deliver flexible, non-fixed one-to-one online and telephone support, enabling individuals with complex or fluctuating needs to access help in a way that is responsive, accessible, and tailored to their circumstances. Quality is embedded through the service's flexible delivery model, which allows practitioners to offer sessions at variable times and durations, adapting to the needs of people with long-term mental ill health, neurodivergent individuals, and those who are socially isolated or unable to leave their homes. This bespoke approach reduces barriers to engagement and supports individuals who might otherwise disengage or deteriorate. The service is innovative in its ability to act as a bridge between informal cafe engagement and more structured mental health pathways. By offering follow-up support via communication channels already used by cafe attendees (text, phone, email, social media), it provides a familiar, safe, and accessible mechanism for ongoing intervention. This improves continuity, supports early intervention, and enables sustained support outside cafe opening hours. This contract is to be awarded to an existing provider following PSR direct award process C. The contract is for a 6-month period starting 01/06/2026 to 30/11/2026 value PS12,500.00
