Summary of the contracting process

Border to Coast Pensions Partnership Limited, based in Leeds, UK, is planning to procure Futures Clearing Broker Services with a tender process that follows the competitive flexible procedure. As of 1 April 2026, the firm manages assets for 18 Local Government Pension Scheme funds, with the current assets under management at approximately £53bn, projected to grow to around £115bn in the forthcoming 2 to 3 years. The procurement process is in the planning update stage, focusing on the financial consultancy and transaction processing and clearing-house services category. Relevant deadlines include the tender submission closure on 18 May 2026, and the award decision by 9 July 2026, with the contract expected to start on 25 September 2026 and last for an initial five years, with a potential five-year extension.

This tender represents substantial business growth opportunities for firms specialising in financial consultancy and clearing-house services. Ideal candidates would be businesses capable of integrating services with current and future state portfolio management systems, particularly those transitioning to BlackRock Aladdin by the end of 2026. Additionally, enterprises with strong brokerage operations, able to operate under VAT exempt conditions and adapt to the rigorous scoring and moderation processes of a competitive flexible procurement, will find this tender highly compatible. The accelerated nature of the procedure reflects the need for agile and well-prepared businesses ready to facilitate innovative financial services within the UK’s public sector.
