Summary of the contracting process

The procurement process involves London Underground Limited, a subsidiary of Transport for London, for the manufacture and supply of pressure switches for the District, Circle, and Hammersmith & City Lines. This contract falls under the public undertaking category and is based in London, UK. Having commenced with an award dated 27 March 2026 and a contract period from 1 June 2026 to 31 May 2030, this procurement is at the award stage. It involves a direct award method, primarily due to technical reasons and the critical compatibility requirements of the components. The procurement aims to support the S7 Programme Lift, ensuring operational reliability and safety. The procurement process is governed by the Procurement Act 2023, necessitating adherence to specific legislative requirements.

This tender provides substantial opportunities for business growth, especially for suppliers and manufacturers specialising in transport equipment and auxiliary products related to transportation. As the contract supports the S7 Programme Lift with a potential increase in demand for pressure switches, there is scope for businesses with expertise in supplying high-criticality components to engage with a renowned public entity. Companies able to offer technical support and ensure product design compatibility with existing systems can find significant opportunities, particularly as changes in supplier could lead to notable difficulties in operation or maintenance. The project encourages participation from well-established manufacturers with a focus on safety-critical components, such as large-scale organisations with the capability and credibility to meet stringent compliance and technical specifications.

Notice Title

Manufacture and Supply of Pressure Switches for District, Circle and Hammersmith and City Lines

Notice Description

This procurement is for the Supply of Pressure Switches for the for the District, Circle and Hammersmith & City Line to support completion of the S7 Programme Lift. The associated switches are the following: - Whistle Pressure Switch - Lost Motion Assembly Switch Pressure Switch - Standard Pressure Switch - Tripcock Pressure Switch

Procurement Information

As part of the S7 Programme Lift, Pressure Switches are on a 100% change out rate. Telemecanique Sensors (owned by Yageo TMSS UK Ltd) is the Original Equipment Manufacturer (OEM) and has design authority for all five pressure switches. TfL do not have access to the technical information & drawings required to generate a specification which will allow us to tender competitively for these parts. Introducing alternative components would pose compatibility risks. The switches' electrical and pneumatic interfaces and mounting configurations are tightly coupled to the design of the S7 fleet. Furthermore, the performance and reliability of these switches are safety critical. A failure in service of any one of these components would result in degraded or lost whistle operation, loss of traction or an unsolicited emergency brake application. Therefore, this contract will be for the provision of repeat goods from Telemecanique Sensors (owned by Yageo TMSS UK Ltd) in accordance with the Procurement Act 2023, Section 41.6 Schedule 5 paragraph 7 which states: The public contract concerns the supply of pressure switches by the existing supplier which are intended as an extension to, or partial replacement of, existing goods, services or works in circumstances where; a) a change in supplier would result in the contracting authority receiving goods, services or works that are different from, or incompatible with, the existing goods, services or works, and b) the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance.
