Summary of the contracting process

North East Combined Authority commissioned adult education and training services through its Integrated Settlement Skills Programme. The requirement covers three strands: Skills Foundation, helping people facing barriers to employment build essential skills and confidence; Skills Activation, providing technical and sector-specific training at Levels 2 and 3 for progression into study, apprenticeships and skilled work; and Skills for Work, responding to employer demand and skills shortages through employer partnerships. The procurement is complete following an open procedure, with awards made on 5 August and 2 September 2026 and contracts signed on 16 September 2026. Ten awards were made: Skills Foundation, £1m to NCG, Sportscape Training and B-Skill; Tech, Digital and AI, £1.5m to Gateshead College and Leep Talent; Level 2 Construction, £750,000 to RE:GEN Academy, TRN, Gateshead College and New College Durham; Green Jobs, £2.5m to Gateshead College and New College Durham; Advanced Manufacturing and Electric Vehicles, £1.5m to Castleview Group Training, GEM Partnership and Gateshead College; Visitor Economy, £1.5m to TLG Business Services, Optimum Skills and Penshaw View Training; Sector-Focused Activation, £6m to nine suppliers; Child Development, Wellbeing and Health and Social Care, £2.5m to five suppliers; Foundational Economy, £5m to seven suppliers; and Level 3 ICT, £1m to Aim 2 Learn and Back to Work Training. Contracts run from 17 September 2026 to July or August 2027, with two 12-month extensions available. Quality carried 100% of evaluation, and the arrangement is an open framework.

This award demonstrates sustained public demand for large-scale adult skills provision across the North East, delivered through multiple specialist providers rather than a single supplier. Relevant competitors would need to design and deliver programmes for people facing employment barriers, technical and sector-specific learners, and employer-led skills needs. Credible capability includes adult education and vocational training, learner progression into employment, apprenticeships or further study, and curriculum expertise in areas such as digital and ICT, construction, green jobs, advanced manufacturing, visitor economy, health and social care, and the foundational economy. The successful supplier mix includes colleges, training companies, recruitment and employment specialists, and organisations with focused sector expertise. The requirement was identified as suitable for SMEs and voluntary, community and social enterprises, so smaller providers may be well placed where they can evidence quality delivery, relevant employer links and the capacity to operate across County Durham, Northumberland and Tyne and Wear.
