Summary of the contracting process

The British Council has established a global framework for monitoring and evaluation consultancy, replacing its 2022 framework. It is intended to be the organisation’s primary route for commissioning evaluation work across its worldwide operations. The scope is divided into two strands: a helpdesk for quality assurance and technical expertise, and support-focused evidence and evaluation consultancy. The British Council is the buyer. The work supports the Council’s programmes and operations internationally; the listed delivery location is the United Kingdom. This framework demonstrates continuing demand from the British Council for evaluation consultancy across its global work, with a substantial supplier network for support-focused evidence and evaluation and a smaller specialist helpdesk panel. Credible competitors need to show they can deliver monitoring and evaluation consultancy, produce robust evidence and provide quality assurance or technical expertise suited to the relevant strand. For the larger support-focused lot, the Council also sought expertise across thematic areas and regions: suppliers could submit evidence for specialist tags, which can be used to identify providers for relevant assignments. Those selected without a particular tag may still be relevant to general evaluation work procured through competition. The awards show that the Council appointed a mix of small and larger organisations, including specialist consultancies, research organisations and universities; SMEs and voluntary, community and social enterprises were considered suitable.
