Summary of the contracting process

Aspire Housing is procuring recruitment services from service providers to support its hiring needs through a preferred supplier list framework. The requirement covers the provision of recruitment services, including future placements arranged through the framework. The buying organisation is Aspire Housing, based in Newcastle-under-Lyme. The framework may also be used by Walsall Housing Group, with delivery restricted to the specified area in the West Midlands. This is a services opportunity rather than a goods or construction contract. Aspire Housing intends to appoint a maximum of five recruitment providers. The framework is intended to provide access to recruitment suppliers when requirements arise, with individual assignments managed through the framework’s call-off arrangements.

The procurement has reached tender: Aspire Housing invited offers using an open procedure. The tender submission deadline was 19 October 2026 at 12 noon, with electronic submission allowed in English through the supplier portal. The planned award decision date was 7 December 2026. The framework is scheduled to run from 1 February 2027 to 31 January 2033. Its estimated total value is £568,179 gross. Bids are evaluated on price weighted at 70% and quality at 30%. The framework uses both direct selection and further competition: for a requirement, Aspire may approach all providers, selected providers or one provider exclusively. The framework is an open framework, with opportunities for new applicants to join in years two and four.

This opportunity suits recruitment agencies and other professional recruitment service providers with the qualifications and experience to deliver recruitment services for housing organisations. Small and medium-sized enterprises and voluntary, community or social enterprises are expressly considered suitable. Successful providers will need the operational capacity to respond to individual recruitment requirements and to compete for placements when a further competition is used. They may also need to support direct-selection or exclusive-placement routes, depending on the assignment. The framework is capped at five providers, so it is suited to established suppliers able to demonstrate reliable delivery across the buyer’s specified West Midlands area. Providers should be prepared for a recurring relationship rather than a single assignment, while recognising that work is called off only when required.
