Summary of the contracting process

The Gloucestershire Hospitals NHS Foundation Trust has completed the procurement process to award a contract to KPI:Health for the provision of healthcare services, specifically services by medical personnel, under the Provider Selection Regime (PSR) related to Health Care Services Regulations 2023. The contract, valued at £107,000, focuses on insourcing a Consultant Clinical Oncologist to offer outpatient support at Cheltenham General Hospital, commencing from 9th April 2026, over a period of thirteen weeks. The procurement process was executed under a direct award approach via the HealthTrust Europe Framework, without prior publication of a call for competition, and falls outside the Public Contracts Regulations 2015 or Procurement Act 2023. The initiative aims to bolster urology and breast tumour site patient services by engaging KPI:Health to manage clinics efficiently under guiding principles like improving access and service sustainability.

This tender represents a significant opportunity for businesses specialising in healthcare insourcing and consultancy services. Given the limited competition framework under PSR, businesses equipped with robust experience in clinical services, particularly in oncology, can leverage their expertise to drive service innovation and integration within the NHS framework. The contract aligns well with providers focusing on enhancing social value and reducing health inequalities, positioning them to contribute strategically to the NHS's objectives of improving patient choice and access. KPI:Health, underscored by its established presence in the healthcare consultancy domain, demonstrates the viability for small and medium enterprises (SMEs) to engage in specialist service contracts with major public health organisations, fostering business growth through strategic partnership and service delivery excellence.
