Summary of the contracting process

Havebury Homes procured building cleaning services for communal areas and shared spaces across its property portfolio and for its offices and stores building, known as the Hub. The work covers routine cleaning delivered to an agreed programme, reactive or urgent biohazard cleaning, and ad-hoc cleaning. Suppliers must be able to respond to emergency cleaning requirements on working and non-working days, at any time of day or night. The service area is within a 50-mile radius of Bury St Edmunds, Suffolk. The procurement is divided between general-needs and additional-site cleaning, including flats, independent living schemes, hostels and externally leased sites, and cleaning at Havebury’s office and stores facilities. It is a services opportunity suitable for SMEs and voluntary, community or social enterprises.

The procurement is complete and both lots have been awarded under an open competitive flexible procedure. The two-stage process evaluated quality alone at Stage 1, with up to six suppliers progressing; Stage 2 evaluated quality at 40% and price at 60%. The award date for both lots was 20 August 2026. Lot 1, general-needs and additional-site cleaning, was awarded to CLEANSCAPES LIMITED for £3,500,000 gross. Lot 2, Havebury office and stores cleaning, was awarded to Total Clean Services Limited for £500,000 gross. Both contracts run from 23 November 2026 to 22 November 2029, with two possible one-year extensions, allowing a maximum end date of 22 November 2031. Expressions of interest closed on 1 May 2026, and the planned signature date was 14 September 2026.

This procurement shows recurring demand from a housing provider for suppliers able to deliver both planned and responsive cleaning across dispersed residential and office sites. A credible competitor would need the operational capacity to cover a property portfolio spread around Bury St Edmunds, maintain reliable service standards across communal areas and offices, and provide urgent biohazard and emergency response outside normal working hours.
