Summary of the contracting process

The Police and Crime Commissioner for Wiltshire has initiated a tender for "1118- Out of Court Resolution (OOCR) Intervention Pathways in Wiltshire & Swindon", under the services category, specifically focusing on guidance and counselling services. This tender, open under the UKPGA legal basis (2023/54), seeks qualified providers by 11 May 2026, with contracts expected to commence on 1 September 2026. The procurement involves a comprehensive approach to Out of Court Resolution pathways across various UK regions, including Wiltshire and Swindon, and focuses on flexible, multi-pathway models to address the needs of offenders. The procurement method is an open procedure, and interested suppliers can submit their tenders electronically via a dedicated portal.

This tender presents significant opportunities for service providers specialising in criminal justice interventions, particularly those offering innovative solutions for behaviour change and rehabilitation. Given the emphasis on diverse provision models, businesses experienced in handling complex offenders’ needs—such as domestic abuse and women's pathways—are well-positioned to deliver the required services. This procurement could foster business growth by tapping into a contract valued at £575,000 with prospects for renewal, thus offering potential for long-term engagement. Suppliers with robust digital offerings alongside face-to-face services could find this tender particularly beneficial due to its dual-channel delivery requirement.

Notice Title

(REPUBLISHED FOLLOWING REVISED SPECIFICATION) 1118- Out of Court Resolution (OOCR) Intervention Pathways in Wiltshire & Swindon

Notice Description

A revised tender has been published, with all amendments clearly identified to ensure transparency and minimise disruption to the market following the specification materially changing to reflect the OPCC's requirement. We are seeking suitably qualified providers to deliver a comprehensive suite of Out of Court Resolution (OOCR) pathways across Wiltshire and Swindon. This commissioning includes a bespoke womens pathway designed to address the complexity of womens needs through a flexible hybrid model combining in-person and digital provision when required. The suite will also include domestic abuse behaviour change interventions offered both face-to-face and online for DA perpetrators eligible for an OOCR. In addition, we invite proposals for an online interventions package covering a range of offence types to strengthen accessibility, consistency, and responsiveness of support. To ensure that pathways are effective and contribute meaningfully to reducing reoffending, it is essential that individuals are able to access more than one intervention pathway, especially for the online provision. Offenders often present with multiple, overlapping needs, and limiting access to a single intervention significantly reduces the likelihood of sustainable behaviour change. A flexible, multi pathway model is therefore required to address criminogenic needs holistically and support long-term desistance.
