The Common Services Agency (which from 1st April 2026 is known as 'Public Services Delivery Scotland') are acting on behalf of NHS Greater Glasgow & Clyde (GG&C), and NHS Golden Jubilee (NHS GJ) (also known as National Waiting Times Centre (NWTC)), are seeking expressions of interest from parties capable of assisting in the achievement of carbon reduction goal of reducing greenhouse gas emissions from our buildings by at least 75% by 2030 compared to a 1990 baseline; using renewable heating systems by 2038 for all NHS-owned buildings; and for all our estate to have net-zero emissions by 2040 or earlier where possible. This will be accomplished by increasing energy efficiency of our built environment and transitioning away from fossil fuels. Through this process there are opportunities to develop income generation schemes for the Health Boards through fully funded technological solutions. This PIN is issued to inform the market of our future intentions and to facilitate the formation of a successful partnerships with suppliers who can provide fully funded solutions with no financial capital expenditure required from the Health Boards.

Scope of the Project: NHS GG&C and NHS GJ are interested in procuring fully funded renewable energy solutions through Power Purchase Agreements (PPAs) for the following sites - Glasgow Royal Infirmary, Queen Elizabeth Uni. Hospitals Campus, Gartnavel General Hospital, Royal Alexandra Hospital, Inverclyde Royal Hospital, Leverndale Hospital, Caledonia House, Glasgow Dental Hospital, Vale Of Leven Hospital, Stobhill Hospital, Hillington Laundry, Central Decontamination Unit (Cowlairs), Dykebar Hospital, Barrhead Health & Care Centre, Dava Street Stores, Vale Of Leven Health & Care Centre, Possilpark Health Centre Saracen Street, and Golden Jubilee National Hospital (National Waiting Times Centre). Details of the site boundaries can be found in Appendices 1 & 2, site energy consumption in Appendix 3. The solutions may include the installation of various technologies on the sites listed or supplied from off-site installations via private wire. Examples include Battery Energy Storage Systems (BESS), Solar Photovoltaic (PV) & Solar PV-T systems, and Car Park PV/EV chargers/BESS. The primary objectives are: - Reduce Energy Costs - Generate Income - Sustainability Goals & Net Zero Carbon Supplier Requirements: - A company with a minimum of five years of trading history, with evidence of financial and economic standing, capability and capacity to construct and deliver large scale projects. i.e. Roof solar and BESS systems of 60MW to 240MW. - A proven track record and experience in delivering fully funded innovative technology projects. - Demonstrated ability to provide innovative and cost-effective solutions. - Capability to conduct comprehensive site assessments, manage projects, manage procurement and installations, and maintain ongoing maintenance programs. - A history of successful partnerships in similar projects with comparable organizations i.e. local councils, Scottish Water and other public bodies or large companies/businesses. - Evidence work to NHS Scotland guidance documents for example SHTM and SHTN - An understanding of public sector timelines and complexities. - Proven experience in understanding and supporting Power Purchase Agreements (PPAs). Suppliers interested in this opportunity are requested to express their interest, to include the following: - A brief overview of your company and relevant experience. - With the limited site data provided any high level expressions of interest. - Examples of similar projects successfully delivered. - An outline of your approach to delivering fully funded technology solutions. - Details of the specific solutions you can offer the board (such as battery storage, EV/Solar car park & charge hubs, Rooftop Solar PV, net zero heat etc.) - Expression of interest document to be no more than 20 pages. The purpose of this PIN is to gauge market interest and capabilities in delivering fully funded services. It also serves to inform potential suppliers of our forthcoming plans and to invite expressions of interest. Additional information: Suppliers who are interested in submitting an expression of interest document are requested to submit to nss.hpappa@nhs.scot by 11th June 2026.
