Summary of the contracting process

The NHS Wales Shared Services Partnership, hosted by Velindre University NHS Trust, is leading a contracting process concerning the provision of planned, emergency and end-of-life palliative respite care services for children and families in Wales. This contract is under the Provider Selection Regime (PSR) Wales Regulations 2025, which exempts it from the standard Public Contracts Regulations 2015 and Procurement Act 2023. The procurement process is in the award stage, with the tender ID of CAV-DAP1-(25-26) 211, focusing on community health services. Key dates include a standstill period where representations must be made by providers by 17th April 2026, as communicated to jane.boult@wales.nhs.uk. This initiative is spearheaded by Cardiff and Vale University Health Board, representing a consortium of various Welsh Health Boards established since 2011.

This tender represents a significant opportunity for businesses involved in healthcare services, particularly those specialising in paediatric palliative care. The contract, valued at approximately £1.8 million with extensions, provides a stable and long-term engagement as it spans three years with the possibility of two additional years. The procurement method used here is limited, involving a direct award process due to the unique service requirements met only by Ty Hafan, a dedicated children's hospice in Wales. While competition is limited, businesses capable of delivering integrated specialist care across diverse settings such as hospice, hospital, home, and community might explore collaborative opportunities with existing service providers. The procurement is aimed at ensuring comprehensive, compassionate care for children with complex and life-limiting conditions, providing growth avenues for businesses offering complementary services and support structures.
