Summary of the contracting process

The Cheshire East Borough Council is currently in the planning phase of a public procurement process titled "Staff Care Home Flu Vaccination Programme," aimed at the healthcare services industry, specifically pharmacy services. This initiative focuses on delivering flu vaccinations to staff in approximately 98 care homes in the Cheshire East area, UK (region UKD62), for the 2026/27 flu season. Interested organisations are encouraged to express their interest and participate in a soft market testing exercise by downloading and submitting a questionnaire by 8th May 2026. The council is exploring the level of market interest in preparing for the possible forthcoming tender process. The planning status indicates future notices may be issued around 1st September 2026, with the programme set to commence from 1st October 2026 to 31st March 2027.

This tender represents a valuable opportunity for businesses specialising in healthcare delivery, particularly those providing pharmacy services and capable of operating flexible, mobile vaccination clinics. Organisations that can ensure clinically safe and efficient service delivery will find this project particularly attractive. The Cheshire East Borough Council has designed this procurement to engage providers who can cover multiple or specific Primary Care Network areas, making it well-suited for both large providers and SMEs. Engaging in this preliminary market engagement allows businesses to contribute to shaping the service design and demonstrates potential for future collaboration in the formal procurement phase.

Notice Title

Staff Care Home Flu Vaccination Programme

Notice Description

Cheshire East Council is seeking to understand the level of market interest in delivering a Care Home Staff Flu Vaccination Programme for the 2026/27 flu season. We are at an early, exploratory stage of the process and are inviting providers to share their insight, capacity and interest in delivering this service across the Cheshire East area. The proposed service involves delivering on site flu vaccination clinics for staff working in approximately 98 care homes, supporting improved uptake, reducing staff illness and absence, and helping protect vulnerable residents by minimising flu transmission. All frontline care staff are eligible for a free NHS flu vaccination, and this programme aims to increase accessibility by bringing vaccination clinics directly into care home settings. We are seeking expressions of interest from qualified providers capable of offering a flexible, mobile, clinically safe and efficient vaccination service, delivered by appropriately trained staff and compliant with all relevant governance standards. Providers may express interest in delivering the programme across all Primary Care Network (PCN) areas, or in selected areas of their choice. At this stage, we are gathering market feedback to help shape the future procurement and service design. Participation in this engagement exercise does not form part of a formal procurement process, nor does it create any commitment for providers. Organisations interested in taking part in the Care Home Staff Flu Vaccination Programme soft market testing must express their interest in Chest Project DN812328 to access and download a copy of the questionnaire. Registration is free and can be accessed at https://www.the-chest.org.uk We kindly invite interested organisations to review the questionnaire and submit their responses to commissioning@cheshireeast.gov.uk by Friday 8th May 2026
