Summary of the contracting process

The Nuclear Decommissioning Authority is seeking a supplier to deliver an end-to-end waste management service for existing Caesium-137 high-activity sealed sources in irradiator units across the UK. The work covers planning and site liaison, regulatory approvals, safe collection and dismantling, packaging and transport, interim storage, processing and return of the sources to a UK site designated by the Authority, including Sellafield where applicable. Suppliers must arrange source recovery or direct irradiator transport, consignment documentation and delivery. This is specialist radioactive waste collection, transport, storage and processing work, delivered at locations throughout the United Kingdom.

The Authority invited offers through an open procedure for a single-supplier framework, with call-off competitions. The procurement reached tender stage. The tender and enquiry deadline was 10 November 2026 at 12:00 noon; the stated award decision deadline was 24 November 2026. The contract period runs from 1 December 2026 to 30 November 2029, with an optional 12-month extension. The estimated value is £23 million excluding VAT (£27.6 million including VAT). There is one lot. Award is based on quality and price: price carries 25%, while quality criteria cover mobilisation, delivery model, technical solution and regulatory compliance, programme and risk management, stakeholder integration, organisational capability and experience, and social value.

The requirement suits suppliers with specialist radioactive-materials and nuclear-waste capabilities, including experience in high-activity sealed sources, irradiator dismantling, radioactive-material transport, waste processing, storage and disposal consignment. Bidders need to demonstrate suitable licences, permits, consents, certificates and qualifications, alongside compliance with ADR and CDG09 requirements, environmental permitting and relevant quality, safety and security controls. Capability to secure packaging approvals, manage international shipments if required, plan contingencies and meet Sellafield consignment requirements is relevant. The supplier must have the resources to mobilise promptly, coordinate a UK-wide programme and scale operations to changing demand, while working with end users, the Authority, NTS, Sellafield and regulators. Evidence from comparable delivery and a credible plan to reduce transport emissions and waste will support the case.

The Nuclear Decommissioning Authority is seeking to appoint a single supplier to support delivery of the National Rollout of Operation Fieldfare. The services comprise the safe, secure and compliant collection, dismantling, transport, interim storage, processing and return of Caesium-137 High Activity Sealed Sources contained within irradiator units located across the United Kingdom. The supplier will be required to provide an end-to-end waste management solution, including all necessary planning, site liaison, regulatory approvals, transport arrangements, source recovery, packaging, consignment documentation and delivery of sources to a UK site designated by the Authority, including Sellafield where applicable.

Maximum of 2 staff per supplier. This call will provide suppliers with a high-level overview of the programme, the procurement’s objectives and key requirements, and act as an opportunity for suppliers to ask questions. There is the potential for supplier one-to-one sessions the following week 1st,2nd,3rd September.
