Summary of the contracting process

Bridgend County Borough Council procured a homelessness prevention and financial advice service for households threatened with, or experiencing, imminent homelessness or another housing crisis. The service combines financial and debt advice with housing support, helping people avoid homelessness and address related financial difficulties. It is a social work and related service, with the award also classified as a health and social work service. Delivery is in Bridgend County Borough, Wales. The council is the contracting authority and buyer. The requirement was treated as a light-touch social service and was suitable for small and medium-sized enterprises and voluntary, community and social enterprises. The selected provider is Welsh Housing Aid Ltd, trading as Shelter Cymru, a Welsh SME and VCSE.

The procurement is complete and was awarded to Welsh Housing Aid Ltd trading as Shelter Cymru on 13 August 2026. One contract was awarded at £487,898 excluding VAT, or £585,476.77 including VAT. The contract period runs from 1 November 2026 to 31 October 2029, with an option, subject to funding and both parties’ approval, to extend for up to 24 months, to a maximum end date of 31 October 2031. It followed a below-threshold open competition. The tender deadline was 20 July 2026 at 12:00, and the enquiry deadline was 13 July 2026 at 17:00. Two bids were received. Evaluation weighted quality at 90% and commercial considerations at 10%, with quality assessed through method statements and interview.

This award demonstrates a defined local demand for integrated homelessness prevention, housing support and regulated financial or debt advice. A credible future competitor would need a proven record of delivering similar services to households facing imminent homelessness, housing crisis or comparable support needs, and the ability to combine practical housing intervention with effective financial advice. Current Financial Conduct Authority authorisation for regulated financial and debt advice in the UK is essential. The requirement is suitable for SMEs and VCSEs, so specialist organisations may be able to compete without the scale of a large national provider. The evaluation also shows that service quality is decisive: strong method statements and capable staff who can perform well at interview would matter substantially more than price alone.

Planning Information

We will be holding Provider Events on 23rd and 24th April (timeslots to be confirmed with interested providers). The purpose of holding a Provider Event is to establish the level of market interest and to gather information that will be beneficial in the tendering process. It will also be an opportunity for the providers to ask any questions about the contract. The event format will be 1-1 bookable timeslots with the provider and Bridgend Council officers present. It will take place online via Microsoft Teams. All providers are welcome to attend and enquire. However, we always encourage local small and medium-sized enterprises to participate. These events are not a formal call for competition, and non-participating providers will still be eligible to bid for the contract. The formal Invitation to Tender will be published June 2026. To book your time slot, please email: leanne.brown1@bridgend.gov.uk
