Summary of the contracting process

Oxford City Council is procuring a modern, secure and scalable cloud-based Housing and Asset Management System, with associated implementation, data migration, integration, training, support and account management. The requirement is divided into two service areas. Lot 1 covers an integrated housing and asset management solution supporting operational, strategic and regulatory housing activities, replacing legacy technologies and providing a single trusted source of information on residents, households, properties, assets and related services. Lot 2 covers a repairs and maintenance system, including software, implementation, migration, integration, training, testing, support and ongoing account management. This is a technology and managed services opportunity for suppliers serving local-authority housing, property, repairs or asset-management functions. Suppliers may bid for either lot or both.

The procurement has reached tender: Oxford City Council invited offers through an open competitive flexible procedure. Bids are submitted electronically through the Oxford City Council Intend Portal, with English as the submission language. The tender deadline is 8 October 2026 at 2:00 pm, and the anticipated award date is 16 December 2026. Lot 1 is valued at £6,666,666 excluding VAT, or £8,000,000 including VAT; Lot 2 at £3,333,333 excluding VAT, or £4,000,000 including VAT. Both contracts are planned from 1 February 2027 to 31 January 2037, with one possible five-year renewal, giving a maximum term to 31 January 2042. Evaluation for each lot is 70% quality, 20% price and 10% social value.

This opportunity suits established housing technology providers, repairs and maintenance software specialists, systems integrators and strategic technology partners with the capability to deliver complex public-sector implementations. Suppliers should be able to provide secure, scalable cloud software and manage migration from legacy systems, integrations with other platforms, configuration, testing, training, user support and account management. Relevant experience in housing services, property and asset data, repairs operations, regulatory requirements or local-government technology would position a bidder well. The procurement allows a supplier to focus on either the housing and asset-management requirement, the repairs and maintenance requirement, or both. The principal aim of this procurement is to appoint one or more suitably qualified and experienced suppliers to provide a modern, secure and scalable cloud-based Housing and Asset Management System (Lot 1) and/or Repairs and Maintenance System (Lot 2), together with all associated implementation, migration, integration, training, support and account management services.

Lot Information

Housing and Asset Management System

An integrated, cloud-based solution that supports operational, strategic and regulatory activities across housing services. The solution will replace existing legacy technologies, simplify the application landscape and provide a single, trusted source of information for residents, households, properties, assets and associated service activities.

Options: The right to additional purchases while the contract is valid. The contract may include options for additional services and variations within the scope of the procurement, including but not limited to: Additional modules, functionality or system features Additional integration services with other systems Additional implementation or configuration services beyond the initial scope Additional support, training or consultancy services Any such options will be exercised at the discretion of the contracting authority and will be subject to the pricing structure, unit rates or charging mechanisms set out in the tender and contract. Options will only be used where they fall within the scope of the original procurement and represent value for money.

Renewal: One 5 year period, up to a maximum term of 15 years.

Repairs and Maintenance system

Software, implementation services, data migration, integration services, training, testing, support and ongoing account management for a repairs and maintenance system.

Planning Information

Following this UK2 notice, OCC will undertake a structured soft market test comprising a written RFI and time limited presentation by the supplier. These will take place during the month of May 2026 The RFI can be accessed by emailing Ian Newton at inewton@oxford.gov.uk. If you are interested in taking part please email by 30th April 2026, and return responses to the RFI by midnight BST May 17th 2026. The presentations will be an opportunity for the supplier to expand on items contained within the RFI and the chance to showcase their system. These will be held remotely between 18th and the 29th of May. The agenda and content for the supplier presentation will be released on the 1st May to those suppliers who have communicated their desire to take part. For clarity, participation in this market engagement is not a requirement for anyone wishing to submit a bit as part of the potential future tender process, and response to the RFI and subsequent presentations will have no bearing on any scoring associated with tenders.
