Summary of the contracting process

Communities & Housing Investment Consortium Ltd (CHIC) is procuring roofing works for its member contracting authorities across the UK. The framework covers flat, pitched and specialist roofing, with three workstreams in each lot: repairs and cyclical maintenance, planned roof replacements, and complex roofing projects. The scope includes roof coverings and insulation, roofline and guttering, and repair or replacement of chimneys. Works may be carried out on residential homes as well as public and commercial buildings. Specialist systems include blue roofs designed for water attenuation and green planted roofs. The requirement ranges from responsive repairs to full installations and replacement projects, with flat-roof work intended to protect buildings from water ingress and related structural and damp risks.

CHIC invited offers through an open procedure for a three-lot framework. The tender was published with a total estimated value of £158 million including VAT. Estimated values are £12 million for flat roofing, £115 million for pitched roofing and £31 million for specialist roofing, each including VAT. The framework period is 17 March 2027 to 16 March 2031. Suppliers could submit bids electronically in English; questions were due by 11 December 2026 at 12:00 and bids by 18 December 2026 at 15:00. The award decision was due by 4 March 2027. Each lot is assessed on quality (60%), price (30%) and social value (10%). Framework call-offs may be made with or without further competition; direct awards require a business case and objective selection mechanism.

The opportunity is divided into three distinct roofing specialisms, making it relevant to contractors focused on flat roofs, traditional pitched roofs, or specialist systems. The tender identifies small and medium-sized businesses as suitable for all three lots. Flat-roof suppliers should be able to deliver safe, compliant work supported by manufacturers, including repairs, maintenance and replacement. Pitched-roof contractors need capability in maintaining and upgrading traditional roofs while preserving system integrity and compliance. Specialist-roofing suppliers need design expertise, manufacturer accreditation and advanced technical capability, including experience with blue water-attenuation and green planted roof systems. Across the framework, suppliers should be equipped to undertake reactive repairs, cyclical work, planned replacements and complex projects in housing and public or commercial premises. Quality and social value together account for most of the tender evaluation.

Notice Title

CHIC Roofing Framework

Notice Description

This is a multiple lot framework to deliver all roofing types (pitched, flat and specialist,) split into three workstreams within each Lot, covering: Repairs/Cyclical Maintenance; Planned Roofing Replacements; and Complex Roofing Projects. This includes roofline, guttering, and chimney replacement/repair works in residential dwellings, as well as public and commercial premises.

Lot Information

Flat Roofing

Lot 1 is intended to deliver a robust, compliant and manufacturer supported approach to flat roofing, which represent some of the highest risk building components in housing due to water ingress, structural complexity, and linkage to damp and mould. The aim is to ensure that all flat roofing works, whether reactive repairs, planned maintenance, or full replacement projects are undertaken safely to a standard that protects the building fabric over the full lifecycle of the roof.

Pitched Roofing

Lot 2 is focused on maintaining and replacing traditional pitched roofing, essential in weatherproofing, ventilation, durability and visual character of homes. The aim is to ensure pitched roofs are kept in good repair and upgraded where necessary, while preserving system integrity and compliance.

Specialist Roofing

Lot 3 exists to address roofing systems that require specialist design expertise, manufacturer accreditation and advanced technical capability. The aim is to support members in providing repair and installations of specialist roofing systems such as Blue (Water attenuation) & Green (Green planted bio) Roofs.
