Summary of the contracting process

The London Borough of Hillingdon is procuring a four-year framework for building and construction consultancy services, available to UK public bodies through access agreements. It covers ten lots: multi-disciplinary consultancy; architectural and building design; mechanical and electrical building services engineering; building surveying; structural engineering; quantity surveying; environmental and sustainability advice; employer’s agent services; CDM principal designer services; and Building Safety Act principal designer services. Lot services may include tender preparation, project management, planning, development and environmental advice, and can be combined on a multi-disciplinary basis where appropriate. Work may be delivered across the United Kingdom, for participating public authorities. The framework is intended for future call-off projects rather than a defined project pipeline, with call-offs awarded by direct award or further competition under the framework terms.

The procurement has reached tender: the buyer invited offers through a two-stage competitive flexible procedure. The expression-of-interest deadline was 13 August 2026 at 13:00, and the intended award decision date is 12 October 2026. The framework is planned to run from 20 May 2027 to 19 May 2031, with a possible extension to 19 May 2033. Each lot has an estimated gross value of £30 million. Stage 1 selection is based entirely on technical quality, with the highest-ranked ten bidders and ties at tenth progressing to Stage 2. Stage 2 evaluates price at 30% and technical quality at 70%; places are intended for the top six bids and ties in each lot. A supplier may normally receive no more than six lots. Project price bands range from £0–£50,000 to £10 million–£20 million; projects above £20 million require a mini-competition. Call-offs carry a 1.5% rebate plus VAT.

This opportunity suits consultancies and professional practices able to provide one or more specialist building, construction or compliance disciplines, including SMEs. Relevant capability includes architectural design, building surveying, structural or M&E engineering, quantity surveying, environmental and sustainability advice, employer’s agent work, project management, CDM principal designer duties and Building Safety Act principal designer duties. Multi-disciplinary firms can pursue broader service coverage, while specialist firms can target individual lots. Suppliers should be able to support public-sector building projects across the UK, provide advice through planning, development, tendering and delivery stages, and respond to both direct awards and further competitions. Bidders must price every project band within each lot they seek and demonstrate sufficient technical quality for the selection and tender stages. The framework offers potential access to call-offs from Hillingdon and other UK public bodies, although appointment does not guarantee work volume or spend.
